Construct.

Creates an mftime with n copies of value.

Parameters:

	n	the number of elements in mftime::value.
	value	used to initialize mftime::value.

Exceptions:

std::bad_alloc

if memory allocation fails.

Postcondition:

mftime::value.size() is n. Every element in mftime::value is a copy of value.

Creates an mftime with a value that is a copy of the range [first, last).
